The PPP4Ed Fellowship Program is a pioneering initiative designed for graduate students and professionals across disciplines to collaborate on the design, prototyping, and implementation of transformative Public-Private Partnership (PPP) initiatives for education in the Philippines. In collaboration with the PPP Lab and adapting from the work of the Systems Innovation Network, Fellows will explore and address the critical issues identified in the EDCOM report on Philippine education, creating strategic PPP solutions that drive impactful change within the nation’s education landscape.
In partnership with leading organizations from various sectors, fellows gain hands-on experience in building sustainable solutions aimed at improving educational quality, equity, and access. Graduate students are encouraged to align their curricular projects with fellowship objectives, integrating academic work with real-world applications.
The Philippine education system faces significant challenges, including resource shortages, underfunded initiatives, and gaps in teacher training and student performance. The PPP4Ed Fellowship brings together creative minds to tackle these challenges head-on, leveraging the potential of PPPs to create innovative and sustainable solutions.
As a PPP4Ed Fellow, you will:
Address Real-World Problems: Engage with the urgent educational challenges outlined in the EDCOM report.
Gain Expert Insights: Collaborate with education, business, and government leaders to refine and advance your ideas.
AI-enabled Design: Use existing AI tools to accelerate design and co-creation.
Boundary-spanning Leadership: Operate at the nexus of multi-sectoral initiatives to unlock synergies across local organizations.
Prototype and Iterate PPP Solutions: Develop, test, and refine initiatives that harness public and private resources and expertise.
Create Lasting Impact: Generate solutions that are scalable, replicable, and sustainable, directly supporting improvements in the Philippine education system.
Graduate students will be able to align their thesis or project work with fellowship objectives, enabling deeper engagement with meaningful, applied learning.
The PPP4Ed Fellowship spans 11 months and fosters collaborative learning, solution-building, and action:
1. Foundation Phase (Months 1-2)
Orientation and Issue Exploration: Fellows begin with an orientation and deep dive into the key issues identified by EDCOM. Sessions with experts unpack problems and present case studies on successful PPPs worldwide.
PPP Essentials: Fellows receive foundational training in PPP models, financing, and policy frameworks.
2. Design and Ideation Phase (Months 3-5)
Collaborative Problem-Solving: Fellows are encouraged to apply for the fellowship and work in teams, combining interdisciplinary skills to ideate solutions that leverage both public and private resources.
Mentorship and Guidance: Teams are paired with mentors from government and private organizations to help align their ideas with strategic goals and resources.
3. Prototyping and Testing Phase (Months 6-7)
Rapid Prototyping: Teams design and create initial prototypes of their PPP initiatives, using design-thinking methods to refine their models.
Testing and Feedback: Prototypes are tested in pilot settings, with stakeholder feedback loops to optimize solutions.
4. Launch and Implementation Phase (Months 8-9)
Final Pitch and Demo Day: Teams present their final PPP initiatives to a panel of investors, government officials, and education leaders.
Implementation Support: Selected initiatives receive seed funding and partnership support to pilot their solutions in real-world settings.
Fellows will work within one of the following focus areas:
Early Childhood Care and Development (ECCD)
Address gaps in early childhood health, nutrition, and access to learning resources.
Basic Education Resources and Equity
Enhance access to textbooks, digital resources, and support for schools in underserved areas.
Teacher Training and Development
Develop programs for continuous professional development, workload management, and digital literacy for educators.
Learning Outcomes and Assessments
Design solutions for timely assessments and data-driven interventions to improve student performance.
Technical-Vocational Education and Skills Training
Prototype pathways for collaboration with industries to align skills training with market demands.
School Governance and Funding
Explore models to optimize school funding and governance frameworks to create more efficient, accountable education systems.
Mentorship and Networking: Connect with leaders in education, government, and private sectors.
Skill Development: Gain expertise in PPP design, project management, and social innovation.
Pitch for Funding: Pitch for funding for the most promising PPP solutions.
Community Impact: Play a pivotal role in driving positive change within the Philippine education system.
The PPP4Ed Fellowship is open to:
